Scrotum: If there has been any chronic irritation or inflammation of the scrotal skin, it can become thickened and appear contracted. This would have nothing to do with the testicles,however. Since you're experiencing tenderness, I recommend that your physician or a urologist examine you for diagnosis and treatment
