Minoxidil: You can get OTC minoxidil. The 2% is almost as effective as 5% and costs less. Prescription finasteride [dutasteride may be more effective] is best prescribed as a 5mg pill cut into 4 pieces. This costs less than a 1mg pill. These can be used together or separately. They are very safe and free of side effects. If used religiously every day for many years there will be more scalp hair.
