No: likely the labia is just inflamed without herpes evident. Sometimes, herpes can occur locally in the vagina, but not necessarily on the mouth as well, though they can coexist. You can see a GYN MD who can observe and get tested if needed.

Need to examine: It is not feasible to know without examining you. Herpes type 1, that usually affects the mouth can infect genitals as well. It would be prudent to see a doctor and get tested. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. Drink enough water daily so that your urine is mostly colorless. Practice safe sex. Get HPV vaccine.
