Unusually happy: Unusually happy = elated. This may be related to feeling joy or it may be a symptom of conditions like mania or hypomania.

Unusually happy?: I’d imagine this would be a term that would apply to a situation in which someone’s momentary happiness is either inappropriate or excessive for a given situation.
