Dots: These would have to be examined by a physician for diagnosis. If they fade away they could have been rupture of tiny blood vessels in the skin(capillaries). If they are permanent with no change in color, they may be nevi(like freckles) or hemangiomas but these are usually slightly raised. Certainly get them checked if new ones appear or for peace of mind.

Bumps.: I am aware of that I have said this before in this group, but without being able to lay my eyes upon this rash, there is no way that I can diagnose a skin condition. No one has yet devised a way, short of possibly of photography, to show a skin lesion and tell what it is without seeing it. Sorry.
