Details, details...: A normal, healthy penis does not have clear liquid nor yellow flakes coming through the skin or through the glans (the head of the penis). The clear liquid coming from the meatus (the hole) is urine. The foreskin should easily pull back from the glans. If the foreskin does not retract over the glans, then there could be junk trapped under the foreskin... which one's primary care doctor can check.
