Can be normal: They can be normal skin changes. Can also be normal small varicose veins. However, without looking at them, I can't tell you for sure. Have a gynecologist or dermatologist look at it to be sure.

Cherry angiomas?: Bright red dots could be cherry angiomas which are normal & don't usually need treatment. However if your skin changes are new, or you've just noticed for the 1st time, it's a good idea to ask your GP to check it out.
