Does having brown blood at the beginning count as a start of the period i'm ttc and i've been having light red with brown spotting on and off ?

Yes: Blood of any color or consistency, coming out of the vagina, near the time of an expected menstrual period, is counted as the start of the menstrual period. Of course, sometimes it is discovered later that there is some other cause for the spotting or bleeding, but in general, we just call it the start of the period.
