Get evaluated: It could be many things such as a foreign body, ganglion cyst, or soft tissue mass. I would recommend evaluation and possible removal if it's painful.

Ganglionic cyst: A great deal of the time it will be a ganglionic cyst but any lump on the body should be evaluated to be safe consult your podiatric physician.
