Does shaving cause cellulite? if you have some cellulite on the upper inner arm could it have been caused by anything related to shaving underarms?

No: Typical shaving just cuts off hairs. Hair shafts above the skin level are not alive, and do not know they've been cut. That means there should be no effect on the skin, unless one tends to get ingrown hairs after shaving.
