What does it mean if my veins are darker than normal on my upper chest, breasts and arms?

"Normal color veins": I don't think there is any measure of "normal" color for veins. They appear blue or purple because the blood inside is depleted of oxygen. The appearance may change from person to person because of differences in skin pigmentation. But I am not aware of any cause for alarm because of a variation in vein color.
