May depend on amount: Mineral oil used in very small amounts to help hair stay in place is unlikely to "clog pores" on the scalp. If uncertain, on can perhaps try the hair product on 1/4 of the scalp or hair, and then compare any good or bad effects with the other 3/4 of the scalp that was not in contact with the hair product being tested.
