L planus? Psoriasis?: As a guess, you might have lichen planus or psoriasis. Both are harmless. Google them for photos to compare with your penile rash. But there are ohter possibilities as well. There's no point in trying to know the cause by written description or online searching. Show it to your doctor, or ideally a dermatologist.
