Irritant: Most likely the wax contained a substance that chemically irritated her skin. Moisturize and check with the doctor.

Normal: Waxing can definitely irritate the superficial layer of skin, just like shaving can. It can also irritate the individual hair follicles. The best treatment at this point is local. Cool moisturizer or aloe to the irritated areas, avoid rubbing skin with rough clothing or towels, and be patient. This too will pass - skin regenerates very quickly!
