If i'm on the pill but have not started my period yet. when should i take a test and do i still take my pills once my placebo week is over?

BCP questions: while you should start your period during the placebo pills your cycle and body may be adjusting to the new levels of hormones from the pill. Assuming you took them correctly and this is your second month I would wait until the last of the placebos to check a pregnancy test. You need to be on the pill at least a month before stopping a backup method. Check with your doctor.

Start the new pack.: It is not uncommon to skip a period while taking a birth control pill. This does not mean that you are pregnant. That being said, no birth control method is perfect. If you are concerned or have other signs of pregnancy then take a home test. Hope this helps.
