Hormones: The mix of hormones fluctuate over the cycle and the ones you experience at those times make you feel that way - some women feel quite different at those times, but you ae definitely not alone! Yes, it is safe - it is not without pregnancy risk 100% but it is much lower than ovulation time and fully safe health-wise for both partners. Some do take precautions for possible linen stains.
