Probably: If it's affecting both breasts at the same time, then it's extraordinarily unlikely to be something pathologic like an infection. Hormonal changes have definitely been known to cause breast tenderness. As long as there's no nipple discharge, redness or weeping of the skin itself, focal mass or swelling, then it sounds pretty common.
