Varies: Given those two options, flexion would usually be the better option. Although you could try both and see which makes it feel better. Anatomically, flexion opens up the nerve canal and extension narrows it. On the other hand, too much flexion can tend to load the disc more. So again, modest flexion is what is typically (but not always) done.

Cervical disc buldge: either would be fine though classically flexion has been argued to be better.
