Nothing serious: Such a thing can only be some sort of blood vessel anomaly that becomes prominent when engorged during arousal. Or perhaps a bit of ectopic (misplaced) erectile tissue. Almost certainly not an infection, cancer, or anything else serious. But see a doctor if you remain concerned about it.
