Early yet: A kid that age is just beginning to associate objects and actions with names. Colors are a more abstract concept, but most can tell you many by 3-4. I wouldn't worry about such an issue as color blindness until the kid is school age, when Ishihara plates can be offered to test it, even then, the results may not be consistent or reliable.
