Yes & No: Personality disorders are in a group of psychiatric diagnoses call 'axis ii' and merit treatment, usually counseling as meds rarely help. On the other hand, to be technical antisocial personality is not viewed as a mental illness in criminal courts where pleas of insanity sometimes occur.

Antisocial: Yes, it is. The hallmark of this disorder is the person seems to have no conscience, or sense of morality, or right or wrong. This person cannot empathize with others, is opportunistic, predatory, and often thrill seeking. An example of this would be Charles Manson.
