Probably not serious: A "rash" is any kind of skin irritation or redness. There are many causes of genital rash, most of them not serious (and mostly not STDs). Some occur only on the genitals, and others are common skin rashes that happen to involve the penis. See a doctor -- but in the meantime, don't worry. This doesn't sound serious.
