No HIV risk, but...: Condoms are protective as long as the head of the penis and urethral opening are covered. "Coming down halfway" doesn't significantly increase HIV risk. Second, heterosexually transmitted HIV is rare in the UK; it is very unlikely your partner has been infected if he doesn't have sex with other men. But it sounds like you and partner have high risk sexual lifestyles, so have an STD checkup.
