Probably normal: My guess is the "white dots" are normal sweat or sebaceous glands. And a low hanging scrotum doesn't sound abnormal either. You don't say your age, but as people mature sexually, skin glands become more prominent and the testicles tend to hang lower. But see a doctor if you remain concerned.
