Shrivelled?: That observation has not been reported to me before, but I can imagine that just like the skin of the hands that has been soaked in water a long time and looks shriveled, the skin of the penis could do the same after extended bathing, or it can get chafed and dry looking as a mild rash. If your child is able to urinate with a good straight stream, give it some time. If not, see your doctor
