I have breast buds and i have had them since i was 11 and i'm thirteen and still haven't developed breast it's the same size as it was when i was 11 when will they grow?

Puberty: Breast development is an early sign of puberty. Look for other signs of normal development - armpit hairs, body odor, acne.

Hard to say: The good thing is you have budding within the expected time frame. The difficult thing is whether and how much you will fill out.Most do so by 13-14 when your first period will be expected but some take longer.There is also great variation in the amount you can expect.Good luck.
