Yes: You can be pregnant if you have unprotected sex. Sometimes it happens even when you have protected sex. However if you are urinating frequently and have pain, you should be evaluated for a urinary tract infection. And yes, Pre cum can contain enough sperm to get you pregnant (it only takes 1)
