Depends on the penis: Penises aren't bothered by dirty hands, any more than the hands are bothered by being dirty. With a natural penis (has foreskin), the foreskin must be freely movable to and fro over the glans (head of penis). If the skin doesn't pull back and there's stuff oozing out of the end of the penis, it may be a foreskin infection. A doctor can treat that, and can teach how to pull foreskin back when well.
