Black penile bumps: Could be penile melanosis, pigmented moles ,angiokeratoma, keratosis these are not usually worrisome nor do they need significant treatment . can also be ,lichen planus( needs steroids), warts rarely tumors which need treatment F/U w/ doc/dermatology
