Depends.: High dose Vit A and C skin creams can cause increased superficial vessels. Other otc creams and lotions may do so too, depending (some are not well studied or don't report their side effects accurately or at all, sometimes.) Long-term unprotected tanning or UV exposure also damages the skin. Is anyone else in your family the same way? See a dermatologist to sort this out.
