Foreskin: I don, t truly know exactly what an "octopus sucker" looks like but any lesion on your foreskin has the potential to be harmful (skin cancer) or contagious (condyloma) and likely should be removed. See a urologist. Probably can be removed with local anesthetic in office setting.
