Don't shave: To some extent public hair serves to cushion the area and help to dissipate sweat so it protects you in two ways from blisters. Also shaving over blisters or any kind of raw skin could make it too painful for you to ride.

Unclear: It is not clear but could be related to the shaving . The blistering however usually is not clear but more whitish in nature. If there were grouped vesicles this could be related to herpes. If only one or two and appeared for the first time after shaving this may be well more likely and called a folliculitis.
