Yes: It can happen if the tube puts itself back together again. It is rare but that is why there is a failure rate with tubal ligations depending upon the method used to interrupt the conduit. Most of the failures are ectopic pregnancies.(outside of the uterus and inside the Fallopian tube.)

Yes: yes it is possible but it the likelihood of an ectopic pregnancy is higher. You can also talk to your obgyn about reversing the procedure.
