Probably no worries: First, see a health professional. Self diagnosis of warts (or any other skin condition) often is wrong. A number of other skin anomalies can look like warts to the untrained eye. Second, even if they are warts, probably no big deal. But I suspect they aren't sexually acquired genital warts, which typically involve the genitals directly (penis, etc) and rarely appear only on the scrotum or thighs.
