Sounds normal: As men mature into their twenties and beyond, sebaceous glands and hair follicles enlarge and become more visible, especially if you stretch thinner skin as on the scrotum. I'm guessing this is what you are observing, i.e. entirely normal. But if you remain concerned, show it to a doctor. (Or maybe a knowledgeable and experienced sex partner, who might say nothing looks peculiar. Or a guy friend.)
