Yes...but: At a listed age of 18, if you have never cycled ever, you need to have a complete evaluation. There some who are just late, but there are also a rare few that have congenital defects in their internal structures where they don't have a uterus. If all the plumbing and structures are there they can induce a cycle with hormones, but would also want to discover why you didn't start to begin with.
