Itching: generally the sensation of crawling sensations are related to allergies. It would be helpful to have some allergy testing done to determine the nature of the allergies. Usually it is related to allergic rhinitis.

Sounds like: you have a very DRY scalp! Try washing your hair with a highly moisturizing shampoo followed by a good " Conditioner" !!! Try NOT to scratch! See if this helps! Dr Z
