Seborrhea? Eczema?: If she had cradle cap as an infant and has had episodes of dry skin and/or dandruff, she may have Seborrheic Dermatitis (unknown etiology), it may tend to worsen and improve spontaneously. Another likely possibility is Eczema or Atopic Dermatits, which may flare up with weather change, stress, use of harsh shampoos, soaps or detergents. Both may get superinfected with bacteria or fungus. See MD.
