Dermatitis : It may be a topical dermatitis from chemicals used to process the fabric. If possible always wash clothes before wearing them. Now was area with mild soap or just water. Consider topical hydrcortisone or benadryl (diphenhydramine). If worsens then see a doctor or dermatologist
