Possible chiggers: Chiggers are mites which burrow into the skin and like to live in places such a the constricted line of elastic undergarments like panties. There are good over the counter treatments for these so check with your pharmacist for what is in stock. He might also suggest a cream (cortisone 1%) to relieve the itching.
