Unlikely: In order to have decidual bleeding during pregnancy, one must first be pregnant. That means the pregnancy test should be positive. If it has been less than 3 weeks since having sex, one could recheck a home pregnancy test after the 3 week mark. If symptoms recur, persist, or are worrying, one can see one's primary care doctor or Ob-Gyn doctor.

Unlikely: You have not mentioned the time period involved. The negative test suggests that this was not decidual tissue. Note also if she had retained products of conception she would have continued to bleed or develop a uterine infection. She should see her doctor for further advice.
