A few possibilities: Chlamydia self cures, often in only a few weeks; they may have had it but now cleared. Either or both may have been treated but didn't admit it. Urine tests in men miss up to 10% of infections. You may have had it from a distant past partner, and the two recent ones were lucky and didn't catch it from you. The main thing is that they both need treatment despite their negative tests. Good luck!

STD: Chlamydia is a sexually transmitted infection, not sure if your partners stated the complete truth. It is also possible that you acquired the infection from previous sexual exposure, and that is was asymptomatic until now. Best to consistently protect yourself
