Kinda Low: You can go online and look at a growth chart.They are standard charts that show the normal spread in weight for a certain age. For 24 months, the middle of the spread is about 28 pounds; 22 pounds is below the expected spread. But these are just general guidelines.It also depends on body composition,eating habits,any illness or psychological issues, etc etc.Discuss this all with your pediatrician

Under average: This little girl is definitely a smaller than average child, but if otherwise healthy and active it might be just fine. Ask her doctor for opinion and recommendations if there are reasons to be concerned. Best wishes for you all!
