See your doctor: Interval between the beginning of the periods less than 3 weeks is a abnormal. It's not a menstrual bleeding but rather it may be caused by hormonal disbalance, uterine or cervical pathology or other factors. This condition has to be evaluated by the doctor. Only comprehensive exam, imaging (pelvic sonogram) and/or blood tests may establish the root-cause of her problem.

Early menses: Alot of reasons can cause early periods. If she is on birth control then it could be that. Otherwise it could be perfectly normal or if continues should be checked out.
