Hypersensitivity: Some people have a reaction to sun exposure and they get itchy. Not sunburned but get itchy if the get too much sun. It is a type of allergic reaction. Recommend trying a non-sedating antihistamine such at fexofenadine, loratidine or cetirizine next time you have some sun exposure and see what happens. I think you will find less itching.
