Infection: this could be infection. You need to have your physician Evaluate your urine and see if it's infected or see if there's another problem with the kidney that can be evaluated from the urine. After that you will need a further evaluation.

Just as you say..: Cloudy or foggy urine is due to particulate matter in the urine. This can be cells - white / red / cells from the lining of the bladder / or from crystals / or from debris generated in the tubules of the kidney. Very rarely stuff from the bowel or from the lymph system can show up in the urine as well.
