Get checked: the sensation may be really incomplete emptying of the bladder or may be a sensation from the bladder which could be from irritation such as an infection in the prostate, or the urethra. Check for penile discharge or cloudy urine. Increase your fluid intake and get checked if it doesn't resolve in a couple of days.

See a doctor: Inability to empty the bladder and a " pinching sensation" in the tip of the penis are not normal and are symptoms that warrant a doctor visit. Infection, side effects of medication, obstruction to urine flow and neurological disease are among possible causes.
