Small clear bumps: Sounds a lot like molluscum contagiosum, a viral infection which causes small clear bumps. See the image attached. Meanwhile, other possibilities would be genital warts or folliculitis. It does NOT sound anything like herpes or syphilis, since those aren't "small clear bumps." I would google images of the above and compare to what you have, and then see your dermatologist.
