Yes: Any time you have sex involving penetration, there is a chance that a pregnancy could result. Pre-cum may contain viable sperm and condoms are not 100% effective. The chances of pregnancy resulting from the scenario you describe are very low. Always practice safer sex. Pregnancy may not be the worst result from penetrative intercourse. STDs can be serious.

A bit unclear: If you have a condom on and are using on appropriately the failure rate is 2%, if not using one "ideally" the failure rate is closer to 15%. If you don't ejaculate the rates of pregnancy even based on precum would be exceptionally small, though in theory not zero.
