Usually not: Usually the defibrillator just shocks the heart out of a dangerous rhythm. But if it is both a pacemaker and defibrillator, then it may control the heart rate.

Depends : It can depending on how it was programmed. An ICD uses wire(s) that are also able to pace the chamber they occupy.
